If it is a tattoo on Luffy, then I think it is the actual message.
I think the message he is sending his crew is about when he will be at their rendezvous. We need to remember that Luffy is not aware of what his crew members are doing or where they are; and he can't do anything about delaying them.
He will be assuming that the SHs will be attempting to meet each other where the vivre card leads (SA to Shakky). For all Luffy knows, some of them may already be at SA.
What Luffy does know, and can control is what he i.e. Luffy will do.
Luffy knows he will be training to gain a power up, and he knows that it will take some time for him to level up and train.
The message, Luffy, sent to the rest of his crew is: that it will be sometime before he can meet them; he also likely gave an approximation of the time frame of when his training will be complete and or how he will let them know.
